I'm assuming this is noncommercial use - so there's a very strong fair use case.
It's not satire, but it's pretty clearly transformative; doesn't seem to impact CBS' market any (is the soundboard going to stop people from watching Gus games? will they be releasing a "Gus' Greatest Hits" album anytime soon); and it uses small snippets of his material. That's three of the classic four points for viable fair use right there.
IAN(y)AL, but I'd be interested to hear CBS's take here. Burden of proof for noncommercial use is on the copyright holder.
