If a mail carrier has been working a specific route for a while, then tipping is common courtesy. One of the big perks of having a regular route as a mail carrier is the tips at Christmas - get the right route, and you can probably pull in a grand or more in tips. For some workers, tips are like a sizable holiday bonus (comparatively).

I don't know about garbagemen, I don't have any relatives in that industry. But I've always tipped them. It's nice to hand them a card with a tip inside, but if not, leaving it well-labelled where they can see it when they pick up your trash is probably okay too.

If we didn't make it ontime, we would find a sober person to drive us over to the next county because beer was sold til 4 am.

Here in Connecticut, you can't buy beer after 9 and can't buy it on Sundays.

I feel for you.
I went to college in South Carolina - home of the "No Alcohol Sales on Sundays Blue Law".
As you can imagine, the lines at grocery stores and C-stores on Saturday at 11:45 PM were always long. Fights would nearly break out because the rule at most places was everyone inside the building at quarter til 12 was good and everyone else was shut outside.
Madness usually ensued.
