Not really sure what the hell is going on here. Our man Steinberg at DC Sports Bog thinks this was some kind of "self-taser" move. Whatever the case, the referees thought it excessive and hit the 'Skins with a 15-yard penalty. It looks like these guys have a few kinks to work out before the season starts, celebration-wise.
