The New Brunswick Lotteries and Gaming Corporation (NBLGC) has been fined nearly $400,000 after Canada’s financial intelligence agency found failures in how suspicious transactions were reported. According to a September 3rd announce from the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), NBLGC was hit with a $399,712.50 penalty following a compliance examination.
FINTRAC found that NBLGC failed to submit suspicious transaction reports when there were reasonable grounds to believe activity could be connected to money laundering.
Casinos are covered by Canada’s federal anti-money laundering rules, which means they have several requirements beyond operating games. These include identifying customers, keeping required records, and reporting transactions that raise concerns.
Suspicious transaction reports are an important part of that system. They give FINTRAC information that can help identify unusual movement of money and potential crime.
Anti-money laundering controls have also been under scrutiny at the provincial level.
In August, the Alcohol and Gaming Commission of Ontario (AGCO) penalized NorthStar Gaming over AML failures involving a high-risk customer.
NorthStar’s internal policies required enhanced checks once the player’s deposits reached $25,000, including verification of the source of funds. The threshold was reached in March 2024, but the AGCO found that NorthStar Gaming did not properly complete the required review. The AGCO issued a $100,000 penalty for this.
The AGCO also issued $120,000 in penalties to Betty Gaming after a weakness in its age-verification system allowed underage users to create accounts. Nine people under 19 were able to create accounts, deposit money, and place wagers.
New Brunswick does not have an open sports betting market with competing operators such as FanDuel, DraftKings, or BetMGM. Instead, legal sports betting is offered through Atlantic Lottery, which operates gaming products on behalf of the province.
NBLGC is responsible for conducting and managing gaming in New Brunswick, but it does not directly run the province’s lottery and sports betting products. New Brunswick is one of four provincial owners of Atlantic Lottery Corporation (ALC), which operates those products on NBLGC’s behalf.
Sports betting is available through Atlantic Lottery’s ProLine. Bettors can place wagers online through ProLine Stadium or purchase ProLine tickets at participating Atlantic Lottery retailers. The platform offers single-event betting as well as parlays, with markets including moneylines, spreads, totals, and player or game props.
There is currently no momentum for New Brunswick to introduce a market similar to Ontario and Alberta. Instead, Atlantic Lottery is investing in its existing sportsbook.
In April 2026, ALC and several other provincial lottery corporations selected Kambi to power a new multi-province ProLine sportsbook, which will eventually serve bettors in New Brunswick and several other provinces.
