The reclining lump clad in black in the pool chair is Donald Sterling, catching some rays poolside. According to our tipster, he was at the Fairmont Miramar in Santa Monica.

We're not sure if Sterling just met the girls he's talking to, or if they're part of one of his planned appearances in public. They appear to tolerate his conversation, at the very least.
