We're not sure if this is actually Stevie Franchise—though in general, we're barely certain it's him even at his public appearances—but that does kind of look like the back of his head. Francis has been in the D.C. area supporting city council member Muriel Bowser, and turned up at the Maryland game the other night as well. So, the principals are in place, at least.
