According to Sam Amick of USA TODAY Sports, Howard has chosen to sign with the Houston Rockets. Amick filed a report and tweeted it out.

A few minutes later, Alex Kennedy of HOOPSWORLD, a property owned by USA Today Sports, tweeted that Howard had not reached a decision yet.

Collaboration might have been helpful, considering the two are technically co-workers, but to be fair, USA Today Sports is a rather large operation. It's not ideal to have conflicting reports within your own ranks, though.
Adrian Wojnarowski of Yahoo! Sports tapped into his sources, finding out that Howard hasn't decided, according to his agent, Dan Fegan. However, "multiple sources" told Woj that it's merely a matter of finalizing Howard going to the Rockets, and he filed a report using that information, still giving first credit to Amick and USA TODAY.
This whole mess makes LeBron's Decision almost tolerable—at least it was clear-cut! God, the Lakers must be experiencing so many emotions right now.
