According to cincinnati.247.sports, "the car [Pacman Jones] was driving was forced off the road and onto the sidewalk by another car. As a result Jones apparently hit a pedestrian.
"According to witnesses at the scene no one was injured but Jones was seen in handcuffs and later was taken away in a Cincinnati police car."

Lending more credence to this theory is the fact that there aren't any news stories about the Pacman arrest that I could find at 7:28 p.m.
The Bengals say Pacman was, in fact, arrested but has been released.
A rumor running rampant on Twitter and the Internet at large involves a contention that Bengals cornerback Pacman Jones was arrested after Sunday's loss to the Buccaneers.
The Bengals tell us that Pacman Jones indeed was arrested. But the Bengals also claim that Jones has been released.
