A recent court ruling could reshape how Americans access help for problem gambling. The National Council on Problem Gambling (NCPG) has been ordered to stop managing the national helpline 1-800-GAMBLER after September 2025.

Concerns over disrupted access to help

The NCPG says the court’s decision could disrupt the 1-800-GAMBLER helpline, which has served as a nationwide lifeline for more than 20 years. The number connects people struggling with gambling problems to confidential support, no matter where they live.

With the Council on Compulsive Gambling of New Jersey (CCGNJ) now handling control, the NCPG warns this could result in issues like dropped or misdirected calls, fewer options for text or online help, and service gaps in states that rely heavily on the current system.

NCPG argues that CCGNJ lacks the infrastructure for this role

The NCPG argues that the CCGNJ is ill-equipped to handle this role, since it’s a non-profit that operates at state level and doesn’t have the infrastructure required to manage 1-800-GAMBLER across the nation.

To prove their position, NCPG outlined a few key details:

  • In 2025, NCPG spent $1.4 million in operational costs, which is almost half of CCGNJ’s annual revenue.
  • Call volume to 1-800-GAMBLER has increased by over 150% since 2018.
  • CCGNJ would have to bear the burden of managing a network of contact centers with administrators, helpline staff, and separate regulatory organizations.

NCPG maintains that without the resources and reach of a national organization, shifting control to CCGNJ could risk service disruptions and leave many callers without reliable support.

The CCGNJ has decades of experience running this hotline

The recent court ruling returns control to the CCGNJ, which launched the number in the 1980s and later licensed it to the NCPG under a three-year agreement. That contract expired in May 2025, and when the two sides failed to reach new terms, the dispute landed in court.

In its decision, the judge ruled that NCPG had no legal claim to continue operating the helpline once the licensing period ended. By law, the rights to the number revert to CCGNJ as the original holder.

The court also found that NCPG did not provide sufficient evidence to justify maintaining control past the agreement’s expiration. As a result, the order directs that full operations of the helpline return to CCGNJ, effectively restoring its original authority.

Given that the CCGNJ had operated 1-800-GAMBLER from 1983 until 2022, the NCPG’s claim that this organization lacks the experience to run this hotline can certainly be disputed.

Next steps in this dispute

The dispute over 1-800-GAMBLER is far from settled. The NCPG plans to appeal the ruling, asking a higher court to overturn the decision and filing for an emergency stay that would let it keep managing the helpline during the process.

With the state of New Jersey already proposing enhanced responsible gaming regulations, it’s clear that they’re positioning themselves as a nationwide authority on player safety, especially if the CCGNJ ends up resuming full control on 1-800-GAMBLER.
