@twoeightnine: That's actually, more than likely, the exact reason. Paranoiacs don't like to admit it, but the dreaded "man" doesn't give a shit about the occasional marijuana possession, or the small-time or first-time toker. It is more hassle than it is worth to process the paperwork for someone with only a few grams on them, unless it is involved with something bigger, like when it is compounded with other drugs or they have links to dealers.
I'm not sure if Weed is just being sarcastic, but yeah, the law could care less about someone with Lincecum's basic case: first time user, overall good record, willingness to cooperate, nothing else on the radar. Get him out of here, send him on his way; too much paperwork to bring the hammer down on someone like that, famous or no.

@Chris Hanson's Axe: As someone who works for "the man," the only counter I have to your arguement is this: if the officer who pulled him over didn't care about the 3.3 grams, then why didn't he just leave it on the side of the highway, the way many many many cops do when they find such a small amount of weed that it isn't worth messing with?
For what it's worth, you're right about most officers not caring about such a small little deal. I'd way rather find someone driving recklessly and give them a ticket than I would hammer someone for a "personal amount" of weed. #timlincecum
