Arizona is moving closer to adding more places for bettors to wager in person. The Arizona Department of Gaming announced new limited event wagering licenses on Sept. 15, giving racetracks and approved off-track betting locations a path toward offering retail sports betting. This is an important step, but the locations cannot begin taking wagers yet. Each one still has to complete the licensing process and receive final approval from the state.
These licenses are different from Arizona’s typical event wagering licenses, which can include statewide mobile betting. Limited licenses are designed for physical sportsbooks located at racetracks and approved off-track betting facilities.
Arizona law allows up to 10 limited event wagering licenses, so the latest announcement fills most of the available slots. However, that does not guarantee an immediate launch. Operators still have to meet the department’s licensing and compliance requirements before accepting wagers.
Ultimately, this gives Arizona bettors more options to place wagers in person, adding more variety to the betting experience.
Several of these locations are tied to Caesars Sportsbook, including Turf Paradise and multiple off-track betting facilities. That gives Caesars an opportunity to expand its physical presence in Arizona alongside its existing online sportsbook.
Retail betting accounts for a smaller share of the market than mobile wagering, but it can still help Caesars grow within the market due to brand recognition.
Currently, the operator is behind FanDuel and DraftKings in Arizona, so it seems that the goal for them is target the retail portion of the market.
With more retail locations potentially entering the market, responsible gaming remains an important part of the state’s regulatory approach.
Within its press release announcing the new licenses, the Arizona Department of Gaming emphasized that operators must continue meeting state regulatory standards before launching.
Those requirements are designed to keep wagering within Arizona’s regulated system while maintaining player protections and access to responsible gaming resources.
Arizona has also continued putting more attention on responsible gaming throughout 2026, including a statewide responsible gaming campaign focused on education, awareness, and helping bettors recognize risky gambling behavior.
That becomes even more important as the number of physical betting locations increases within the state.
Arizona already has an established sports betting market with several major operators available online. Now, they’re closer to more in-person locations.
