Arizona’s online sports betting market is set to grow again after state regulators approved a new operator license, paving the way for another sportsbook to enter one of the country’s most competitive wagering landscapes.
The Arizona Department of Gaming (ADG) announced that Circa Sports has been awarded an event wagering operator license through a partnership with the San Juan Southern Paiute Tribe. The approval makes Circa Sports the state’s 13th licensed online sportsbook and marks the company’s latest expansion in the U.S. market.
Arizona requires online sportsbook operators to partner with either a tribal nation or a professional sports franchise in order to gain market access. Circa Sports secured its entry through an agreement with the San Juan Southern Paiute Tribe, satisfying the state’s regulatory requirements for sports betting operators.
While the company has received its license, a launch date has not been announced. State regulators said they will continue working with the operator on the remaining steps needed before it can begin accepting wagers in Arizona.
The approval follows a recent application process conducted by the ADG. Arizona opened a licensing window from late June through early July as the state sought to fill available sportsbook positions left vacant by operators that have exited the market in recent years. Circa Sports ultimately received approval after that review process.
Despite already hosting one of the larger legal betting markets in the United States, Arizona still has room to grow. State law allows for up to 20 event wagering licenses, split evenly between tribal entities and professional sports organizations.
Regulators have indicated that at least one additional operator could still be added through a professional sports franchise partnership. Additional tribal partnerships may also become available depending on future licensing opportunities.
The possibility of further expansion comes as Arizona continues to post strong sports betting figures. Since legal wagering launched in 2021, bettors in the state have placed more than $35 billion in wagers, according to figures cited by gaming regulators. The market has also generated more than $190 million in tax and privilege fee revenue for the state.
For Circa Sports, Arizona will become the seventh state in which its online sportsbook operates. The company most recently expanded into Missouri following that state’s sports betting launch in late 2025. The operator currently has online sports betting products in Nevada, Colorado, Illinois, Iowa, Kentucky and Missouri.
Unlike many major sportsbook brands that focus heavily on promotional offers and broad consumer acquisition, Circa Sports has built its reputation around traditional sportsbook operations and high wagering limits. The company’s Arizona entry will add another competitor to a market already featuring nationally recognized operators such as DraftKings, FanDuel, BetMGM, Caesars Sportsbook and others.
The addition of a 13th online sportsbook underscores Arizona’s continued commitment to maintaining a competitive legal wagering environment while creating opportunities for both tribal and commercial partners. With more licenses potentially available in the future, the state’s sports betting landscape may continue evolving well beyond this latest approval.
