Illinois has taken a significant step in reshaping how problem gambling is addressed by state agencies and healthcare providers. Gov. J.B. Pritzker recently signed Senate Bill 2749 into law, officially recognizing gambling disorder under Illinois’ Substance Use Disorder Act. The move places compulsive gambling in the same legal framework as alcohol and drug addiction, a change supporters say modernizes state policy as legal gambling continues to grow.
The legislation arrives after several years of gambling expansion across Illinois, including the growth of casinos, sports betting, and other wagering opportunities. Lawmakers and public health advocates have increasingly argued that treatment resources and prevention programs should keep pace with the broader availability of gambling products.
The primary purpose of SB 2749 is to ensure gambling disorder is treated as a recognized addiction rather than a standalone behavioral issue. By placing it within the state’s substance use framework, government agencies and healthcare providers can address gambling-related harm through many of the same channels already used for alcohol and drug treatment.
State Sen. Julie Morrison, who sponsored the bill, said the legislation addresses a longstanding gap in Illinois law. According to Morrison, Illinois has historically provided funding mechanisms and support programs for substance-related addictions but has not offered the same statutory recognition for gambling disorders.
The law also adopts a broad definition of gambling that extends beyond traditional casinos and sportsbooks. Coverage includes wagering on uncertain outcomes, reflecting lawmakers’ efforts to address gambling-related harm regardless of where it occurs.
One of the most notable changes involves treatment access. Previous rules often created barriers for residents seeking state-funded help for gambling addiction alone. Under the updated framework, gambling disorder can be addressed more directly through programs tied to substance use prevention and recovery services.
The legislation also gives the Illinois Department of Human Services additional authority to expand prevention, treatment, recovery, and outreach initiatives. The agency will be responsible for coordinating programs aimed at reducing gambling-related harm throughout the state.
In addition, the bill calls for increased collaboration between state agencies and educational institutions. Schools and colleges may be involved in awareness campaigns, prevention strategies, and early intervention efforts designed to educate residents about the risks associated with compulsive gambling.
The legislation reflects broader conversations taking place across the United States regarding responsible gambling and consumer protections. As more states expand legal wagering options, policymakers have faced questions about how to balance economic benefits with public health concerns.
Illinois data cited in reports surrounding the bill indicate that approximately 3.8% of adults in the state are considered to have a gambling problem, while another 7.7% are viewed as being at risk. Those figures have helped fuel discussion about whether treatment resources should be expanded as gambling participation increases.
While SB 2749 does not establish a dedicated long-term funding source for gambling treatment programs, supporters view the legislation as an important policy shift. By formally classifying gambling disorder alongside substance addiction, Illinois is positioning problem gambling as a public health issue that can be addressed through prevention, education, treatment, and recovery services moving forward.
