Iowa lawmakers recently approved Senate File 2289, which expands the authority of the state’s gambling regulators to oversee sweepstakes casinos. The bill is now headed to Gov. Kim Reynolds’ desk.
Senate File 2289 specifically expands the authority of the Iowa Racing and Gaming Commission, allowing it to issue cease-and-desist orders and pursue court injunctions against operators offering gambling without state authorization.
These expanded powers apply to entities providing games of chance, sports betting, and sweepstakes casinos that fall outside Iowa’s licensing framework. Previously, the commission was limited to issuing warnings and public advisories without the ability to take direct enforcement action against unlicensed operators.
While the bill does not formally ban sweepstakes casinos, it makes it easier for the Iowa Racing and Gaming Commission to crack down on these operators.
Senate File 2289 advanced through the legislature with unanimous support. It passed the Senate in February and cleared the House in April after amendments reduced the commission’s reimbursement pool from $70,000 to $45,000. Lawmakers in the Senate later approved the revised version, sending the measure forward without opposition.
With bipartisan support, it’s highly likely that Gov. Reynolds will ultimately sign the bill into law.

By empowering regulators to issue cease-and-desist orders against unlicensed operators, the law creates significant barriers for sweepstakes platforms that have operated in a legal gray area. Faced with the threat of enforcement, many of these operators may choose to exit the Iowa market altogether.
The result is likely to leave residents of Iowa without a legal online casino option, as the state does not currently authorize regulated iGaming. That gap could carry unintended consequences, including the possibility that some players turn to offshore platforms that operate beyond the reach of state oversight, where consumer protections are more limited.
This can put players at risk.
Under Iowa law, Gov. Reynolds typically has a few days to act on legislation once it reaches her desk during the legislative session. She can sign the bill into law, veto it, or allow it to become law without her signature.
If she takes no action within this timeframe, the bill automatically becomes law without her signature. If she veotes the bill, the Iowa legislature can attempt to override this decision with a two-thirds majority vote in both chambers.
Given that bill has passed with unanimous support, an override would be likely in this scenario.
