Several sweepstakes casino operators are preparing to leave Iowa ahead of Senate File 2289, a new state law that expands the Iowa Racing and Gaming Commission’s authority to pursue enforcement against unlicensed gambling operators. While the legislation does not explicitly ban sweepstakes casinos, operators like High 5 Casino have already announced plans to exit the market before the law takes effect on July 1.

Current state of Iowa sweepstakes casinos

The following sweepstakes casinos are leaving the Iowa market:

  • High 5 Casino – Stopped accepting new Iowa registrations and purchases on June 16. Existing players can redeem Sweeps Coins through June 30 before access is discontinued.
  • Baba Casino – Closed new registrations and purchases for Iowa users earlier this month, with player accounts scheduled to be phased out by the end of June.
  • Lucky Bunny Casino – Recently updated its terms and conditions to add Iowa to its list of restricted jurisdictions.

Several other sweepstakes casino operators continue to accept Iowa players at this time. Major brands such as Stake.us, Chumba Casino, WOW Vegas, McLuck, Pulsz, Fortune Coins, Crown Coins Casino, and Sportzino have not yet announced plans to leave the state.

However, that could change after Senate File 2289 takes effect on July 1.

What this means for Iowa sweepstakes casinos

Although Senate File 2289 does not explicitly prohibit sweepstakes casinos, the early departures suggest the regulatory environment is becoming increasingly difficult for operators. Beginning July 1, the Iowa Racing and Gaming Commission will have the authority to issue cease-and-desist orders against companies it believes are offering illegal gambling, creating greater legal uncertainty for sweepstakes platforms.

As a result, the operators leaving Iowa could be an early indication of a broader industry pullback. Other sweepstakes casinos may choose to continue operating, but they will have to weigh the risk of potential enforcement action under the new law.

The situation also leaves Iowa players with limited alternatives. While the state offers regulated online sports betting, it does not have legal real-money online casinos. If additional sweepstakes operators exit the market, some players could turn to offshore casinos, which operate outside U.S. regulatory oversight and do not provide the same consumer protections as licensed gambling operators.

That creates risk for users, since they’d be participating at sites that don’t adhere to the same compliance standards as those regulated in the U.S.

Iowa is the latest state to tighten its approach toward sweepstakes casinos as regulators and lawmakers across the country increase scrutiny of the industry. Rather than passing an outright ban, the state has opted to strengthen enforcement powers, a move that has already prompted some operators to leave before any formal action has been taken.

Other jurisdictions have taken even stronger measures. Earlier this year in California, lawmakers approved legislation that banned sweepstakes casinos.

The trend highlights how sweepstakes operators are faced with a more challenging regulatory environment going forward. As more states introduce new restrictions or expand enforcement authority, it’s looking like the U.S. market is becoming one to avoid for sweepstakes casinos.
