The Mechoopda Indian Tribe of Chico Rancheria has formally voiced opposition to California’s Assembly Bill 831, which aims to ban sweepstakes casinos, joining the Kletsel Dehe Wintun Nation and Sherwood Valley Rancheria of Pomo Indians as other tribes that have raised concerns about the proposed legislation. The move highlights growing divisions among tribal nations as debate over the bill continues.
The Mechoopda tribe alleges that AB 831 was advanced through a rushed “gut and amend” process that fast-tracked the bill without meaningful consultation or broad tribal consensus. Leaders warned that the restrictions imposed by AB 831 could cut off vital digital commerce opportunities. For smaller tribes, such a measure would only deepen existing economic disparities by limiting access to new revenue streams needed for key community services.
Dennis Ramirez, who is Chairman of the Mechoopda tribe, emphasized economic challenges faced within their community in a recent press release published by the Social Gaming Leadership Alliance (SGLA).
“Tribal nations in more remote regions face distinct economic development obstacles and cannot match the scale or market advantages of wealthier, more well-established casino operations in metropolitan areas,” Ramirez stated.
This is unlike larger tribes, like the San Manuel Band of Mission Indians, who support AB 831, arguing that sweepstakes casinos infringe on the legal gaming industry.
Ramirez of the Mechoopda was referring to tribes like San Manuel when discussing disparities among tribes. San Manuel operates Yaamava’ Resort & Casino at San Manuel, one of the largest and most profitable tribal casinos in the United States.
This scale gives San Manuel significant economic leverage, allowing the tribe to generate substantial revenues and hold greater influence in state policy debates. Unlike tribes in remote areas with limited development options, like the Mechoopda, San Manuel’s proximity to major metropolitan markets, including Los Angeles, has positioned it as a powerhouse within tribal gaming.
Their support for AB 831 reflects how larger, urban-based casino tribes may view online sweepstakes-style platforms as competition to their established operations, whereas smaller tribes, lacking comparable casino arrangements, see digital commerce as one of the few viable economic lifelines.
One potential solution could be the creation of a regulated sweepstakes market, where clear licensing, consumer protections, and compliance standards are established. Such a framework would give smaller tribes the chance to participate in digital gaming while addressing concerns over fairness, security, and oversight raised by larger operators and lawmakers.
Regulation would also ensure that sweepstakes platforms cannot bypass compliance costs and obligations that San Manuel’s established operations already bear. In this sense, it could appease any concerns from San Manuel.
Ultimately, a balanced approach could allow California to protect the integrity of its gaming industry while ensuring that all tribes have a fair opportunity to thrive in the digital era.
With that said, with AB 831 inching closer to being passed, an outcome that involves regulation looks unlikely for the foreseeable future. Until then, the Mechoopda tribe will be officially protesting against the bill alongside the Kletsel Dehe Wintun Nation and the Sherwood Valley Rancheria of Pomo Indians on September 8, 2025 at the State Capitol in Sacramento.
