The Michigan Gaming Control Board (MGCB) has issued cease-and-desist orders to 45 offshore gambling operators for illegally offering sports betting to state residents. The action reflects ongoing efforts by the MGCB to enforce state gaming laws and address consumer protection risks that come with unauthorized operators.
Among the most notable names identified were BetOnline and BetAnything Sportsbook, alongside more than 40 other unregulated operators.
Offshore sportsbooks can present significant risks to consumers. Unlike state-licensed platforms, these sites operate outside U.S. jurisdiction, meaning players often have little to no legal recourse if disputes occur.
This can include delayed withdrawals and a lack of safeguards for personal data. Additionally, offshore operators are not required to follow responsible gambling standards, so the necessary tools may not be in place at these platforms.
“The scope of this action sends a clear message: Michigan will not tolerate illegal operators targeting our residents or undermining the lawful businesses that have invested in complying with state law,” said Henry Williams, executive director of the Michigan Gaming Control Board.
“Our investigators work with unwavering focus to identify, document, and act against every unlicensed site that puts Michigan players at risk. This is an ongoing effort, and we will continue to take action against illegal gambling operators.”
Operators that ignore these orders could face further consequences, including further civil penalties or criminal proceedings. The MGCB coordinates with state law enforcement agencies to shut down any illegal gambling operations.
The MGCB has taken similar action on offshore platforms in the past. In a prior wave, the regulator issued cease-and-desist letters to eight unlicensed online casinos.
Those sites were flagged for violating state gaming laws by providing casino-style games and betting options without a license, while also lacking key consumer protection safeguards required of regulated operators.
This shows how the MCGB has prioritized shutting down these offshore operators.
The MGCB’s enforcement push also highlights a key reality for bettors in the state: Michigan already offers a fully regulated online gambling market.
Both legal sports betting and online casino gaming are available through several licensed operators partnered with commercial and tribal casinos. These platforms are subject to strict oversight, consumer protection rules, and regular auditing requirements.
By issuing cease-and-desist orders to the remaining offshore operators that have offered sports betting and casino gaming to Michigan residents, the MGCB is protecting users while ensuring that they’re participating in a regulated environment.
