Missouri’s sports betting market was promoted as a new source of funding for public education when voters approved legalization. Less than two years later, some lawmakers are questioning whether the financial benefits match what supporters suggested during the campaign.
New concerns emerged this week as state officials and legislators discussed how sports betting revenue is being used and whether it is making a meaningful impact on education funding. While money is reaching state education programs, critics argue the results have fallen short of expectations.
A growing debate in Missouri centers on where sports betting revenue is going and whether it is providing additional resources for schools.
According to state education officials, money from the Sports Wagering for Education Fund is being directed toward existing appropriations. More than $6.8 million was allocated to Missouri’s foundation formula program, which distributes funding to school districts. Additional funds were designated for career-readiness assessments and an online parent portal for families.
However, some lawmakers argue that using sports betting revenue to support existing budget commitments does not necessarily increase overall education funding. Instead, the revenue can replace money that would have come from other state sources, leaving total school funding unchanged.
That distinction has become a major point of discussion because education played a prominent role in efforts to secure voter approval for sports betting. Supporters often highlighted schools as one of the primary beneficiaries of legalization.
Missouri regulators originally projected that sports betting would provide more than $6 million for education during its first year. Estimates also suggested annual contributions could grow to roughly $20 million in later years as the market matured.
Those expectations have not been met so far.
