Oklahoma lawmakers are moving closer to banning sweepstakes casinos, as Senate Bill 1589 has advanced through both the Senate and the House Criminal Judiciary Committee. If enacted, the bill would expand enforcement to include not only operators but also affiliated service providers. It’s the latest legal scrutiny faced by sweepstakes casinos across the country.

How this reshapes iGaming in Oklahoma

Senate Bill 1589 would place control of iGaming exclusively in the hands of tribal operators governed by the Indian Gaming Regulatory Act, effectively excluding any non-tribal companies from participating in the market.

The bill expands the legal definition of what constitutes something of value in gambling to capture dual-currency systems. These systems typically involve one virtual currency that can be purchased but holds no direct cash value, alongside another that cannot be bought yet can be exchanged for real-world rewards.

It’s the model used by all sweepstakes casinos, making the legal language completely transparent, to impose a ban on these platforms.

Senate Bill 1589 does not include entertainment-based games

Consideration of Senate Bill 1589 in the House Criminal Judiciary Committee was notably swift, passing through with unanimous support.

Rep. Scott Fetgatter, one of the co-authors of the bill, clarified that the measure would not apply to standard mobile or entertainment-based games.

The proposal must still clear another House committee before reaching a full chamber vote, which is typical for legislation at this stage. With the legislative session scheduled to conclude on May 29, lawmakers still have time to move the bill through the remaining steps.

Momentum builds as other states enact similar bans

Oklahoma’s proposal comes amid a broader shift across the U.S., with states like Indiana and Maine already taking action against sweepstakes-style gaming.

In Indiana, Gov. Mike Braun has approved legislation that will prohibit the use of redeemable sweepstakes currencies starting July 1, 2026. Around the same time, Janet Mills signed a comparable measure into law in Maine, which is set to take effect roughly 90 days after approval in early July.

Mounting state bans force a turning point for sweepstakes casinos

Sweepstakes casinos need to adjust their model to adapt to new market conditions, given all of these state-level crackdowns. With Indiana and Maine already passing laws to prohibit sweepstakes casinos and Oklahoma moving in the same direction, the regulatory landscape is shifting rapidly against this model.

At the core of these efforts is a consistent focus on dual-currency systems, which lawmakers are now directly classifying as a form of gambling when tied to redeemable rewards. As more states adopt similar interpretations, the operational blueprint used by sweepstakes platforms is becoming harder to sustain.

Adjustments will be challenging, though. For sweepstakes casinos, the dual-currency model has been central to user engagement and monetization, meaning that removing or altering it could significantly impact revenue and player retention.

As a result, operators are now facing a pivotal decision: adapt to a tightening regulatory environment or risk being shut out of an increasing number of U.S. markets.
