Tennessee lawmakers are advancing new legislation to tighten restrictions on online sweepstakes casinos. Senate Bill 2136 (SB2136) cleared a Senate committee this week. The proposal seeks to strengthen enforcement authority on sweepstakes casinos.
SB2136 would prohibit platforms from using virtual currency. This doesn’t matter if it’s purchased, awarded as a bonus, or provided as an add-on to another currency. If this virtual currency can be exchanged for cash prizes, it would not be allowed.
Previously, this framework has allowed sweepstakes operators to mimic real-money gambling while avoiding traditional regulatory oversight, but this bill seeks to eliminate that.
The proposal was introduced at the request of the Tennessee Attorney General’s Office and the Tennessee Sports Wagering Council to address enforcement gaps.
Overall, SB2136 would clarify definitions surrounding sweepstakes operations, authorize the Attorney General to pursue action against illegal operators, and strengthen tools to investigate platforms operating without proper age verification or oversight.
It’s worth noting that SB 2136 does not impact legal sports betting, fantasy sports, the Tennessee Education Lottery, nonprofit gaming, or free-to-play games. It explicitly targets sweepstakes casinos.
This is the latest development in Tennessee’s crackdown on sweepstakes casinos. Earlier in 2025, Tennessee issued cease-and-desist orders to several sweepstakes platforms.
If enacted, SB 2136 would be the latest policy to prohibit sweepstakes casinos, highlighting an ongoing nationwide crackdown on these platforms.
Sweepstakes casinos have tried to navigate these emerging challenges by rebranding as “social-plus” platforms, emphasizing the social gameplay to try to remain operational.
This is the latest example of how operators now face mounting legal, compliance, and reputational risks as more states examine sweepstakes platforms.
Operators that previously leaned on promotional sweepstakes frameworks have to reassess their models, strengthen age verification, and reconsider prize structures to remain viable.
Following its advancement out of committee, SB 2136 must proceed through additional legislative steps, including potential amendments, floor debate, and votes in both chambers of the Tennessee General Assembly. If it passes, the bill would then head to the governor for signature or veto.
Should it become law, enforcement agencies, including the Attorney General’s Office and the Tennessee Sports Wagering Council, would begin implementing the expanded authority outlined in the measure. That could include issuing information requests, pursuing civil injunctions, and targeting platforms deemed non-compliant.
The timeline for enforcement would depend on the bill’s effective date and any rulemaking required to confirm its application.
Given what’s been seen in Tennessee over the last year, it feels likely that this bill will pass. Tennessee would join California, New York, and several other states that have recently banned sweepstakes casinos.
