Tennessee’s gaming regulator is tightening its grip on unlicensed betting platforms, prompting more sweepstakes sportsbooks to leave the state. Thrillzz, KicKr, and ReBet have all exited Tennessee following enforcement actions from the Tennessee Sports Wagering Council (TSWC), which labeled them “illegal sports gaming entities.” Their departures mark the latest step in the state’s ongoing crackdown on sweepstakes-style sports betting.
These latest exits bring the total to five sweepstakes sportsbooks that have left Tennessee since April, following earlier departures by Legendz and Sportzino. While Legendz pulled its sports betting platform, the company still offers casino-style games to Tennessee users.
The wave of exits highlights growing uncertainty for sweepstakes-style operators in Tennessee, where regulators are increasingly scrutinizing platforms that blur the line between free-to-play gaming and unlicensed gambling.
While the state has not yet passed a formal ban, recent enforcement actions and legal opinions suggest that officials may be tightening interpretations of existing gambling laws to include sweepstakes-based models.
For sweepstakes sportsbooks, this puts them in a difficult position, with many choosing to leave preemptively rather than risk fines or legal challenges. Sweepstakes casinos, however, appear to be in a gray area for now.
These platforms may continue operating by emphasizing their promotional or entertainment-based structures, but they could face similar scrutiny if Tennessee decides to extend its crackdown beyond sports betting.
Overall, the Tennessee market is signaling that the tolerance for “legal loophole” gambling models is shrinking, and operators may soon need to adapt or exit entirely to stay compliant.
KicKr, ReBet, and Thrillzz continue to operate in several U.S. states but have a growing number of excluded markets as regulators increase enforcement.
KicKr currently blocks users from Connecticut, Idaho, Louisiana, Michigan, Montana, Nevada, New Jersey, New York, and Washington.
ReBet excludes players in Arizona, Connecticut, Idaho, Louisiana, Maryland, Michigan, Montana, Nevada, New Jersey, and New York.
Thrillzz, which has faced multiple cease-and-desist orders in different jurisdictions, maintains one of the most extensive exclusion lists, barring access from Alabama, Arizona, Connecticut, Georgia, Hawaii, Idaho, Kentucky, Louisiana, Michigan, Mississippi, Montana, New Jersey, New York, Nevada, Ohio, Tennessee, and Washington.
In addition to restrictions on sweepstakes sports betting platforms, the TSWC is targeting offshore sportsbooks too, reminding residents to use only licensed, legal sportsbooks. It emphasized that just because a site or app is easy to access doesn’t mean it’s authorized to operate in the state.
In a recent public statement, the TSWC also revealed that offshore sportsbook BetWhale.ag was fined $50,000. Betwhale.ag was similarly classified as “illegal sports gaming entities.”
Regulators warned that unlicensed platforms pose serious security and privacy risks, as they don’t have to follow the same data protection, anti-fraud, or responsible gaming standards required of legal operators. Without oversight, players using illegal or offshore sportsbooks risk losing deposits, having their personal information sold or stolen, or facing unfair or rigged gameplay with no recourse for complaints.
Licensed sportsbooks, on the other hand, must comply with strict financial safeguards, age verification rules, and consumer protection laws.
Despite the need for the state to crack down on unlicensed operators, including both social and offshore platforms, sports betting remains legal and active in Tennessee. Tennessee’s approved sportsbooks include major brands such as FanDuel, DraftKings, BetMGM, Caesars Sportsbook, ESPN BET, Fanatics Sportsbook, and Hard Rock Bet, among others.
Players can safely place wagers using these platforms, which comply with the state’s strict regulations on consumer protection, data security, and responsible gaming.
