Federally Recognized Tribe Launches Prediction Market in Partnership with Kalshi

The US prediction market industry received some surprising news over the weekend, as Kalshi CEO and co-founder Tarek Mansour announced that a first-of-its-kind tribal prediction market will commence operations.

“Today, the Tunica-Biloxi Tribe of Louisiana became the first sovereign Tribal nation in the country to launch its own prediction market,” stated Mansour in reaction to the partnership between the nation’s most popular CFTC-regulated exchange and the tribe.

Tarek Mansour’s social media post includes a two-page document on official Kalshi letterhead. The press release states that the tribal nation will operate the prediction market mobile app, handle its operations, and provide marketing and branding for the platform. Kalshi will be responsible for the backend infrastructure, enabling market matching, clearing, and integrity oversight.

In an apparent jab at tribal gaming interests that have opposed the proliferation of prediction exchanges, the Kalshi CEO offered, “This model could be particularly meaningful for Tribes that haven’t benefited equally from the existing gaming economy.” Tribal sentiment toward prediction markets has been extremely negative in 2026 as sports trading has become more of a mainstay in US popular culture.

Earlier this year, Indian Gaming Association (IGA) Chairman David Bean told Tribal Business News that allowing sports contracts to exist “wipes out the foundation of tribal exclusivity.” Numerous tribes, several of which view sports exchanges as an existential threat to Indian gaming, are currently involved in litigation against prediction platforms including Kalshi.

Industry analyst doubts partnership will result in strategic victory for Kalshi

Despite the partnership being hailed as a potential game changer by prediction market advocates, senior gaming industry analyst and Straight To The Point Substack author Steve Ruddock labeled the move as a “terrible strategy.” Ruddock has argued in past blog posts that a “divide and conquer” strategy to soften staunch resistance sponsored by the nation’s most powerful tribes has already been attempted in California by the online poker and sports betting industries, with objectively negative results.

Most recently, California Proposition 27, which would have legalized online sports betting in the Golden State, failed miserably despite hundreds of millions of dollars that were spent on both sides of the issue. And while the Tunica-Biloxi Tribe of Louisiana may benefit via the one-off deal, the new Kalshi-tribal partnership does nothing to address existing and future legal challenges against prediction markets that involve more populous states such as California, New York, and Texas.

IGA executive says Tunica-Biloxi deal changes “nothing”

IGA Conference Chairman and Pechanga.net owner Victor Rocha was quick to react to the news this weekend, stating on social media that the partnership changes “nothing” as it relates to ongoing claims that prediction market sports contracts violate tribal sovereignty.

“Kalshi is panicking,” said Rocha on Friday. “We flushed them out from behind the Clarity Act. Midterm elections are looking bad. Hiding behind Tunica-Biloxi [changes] nothing other than telling us we’re right on track.”

Separately, Rocha added Sunday morning that Kalshi’s “next move will be a small tribe in California to show how much support they have. Same tired playbook as sweepstakes and sports betting. Kalshi will still lose sports betting.”
