Florida Attorney General James Uthmeier has filed lawsuits against two of the biggest names in the sweepstakes casino industry, alleging that Stake.us and VGW are operating illegal online gambling businesses in the state. The legal action marks one of the most significant enforcement efforts Florida has taken against the sweepstakes gaming sector and could have implications beyond state borders.
The complaints target Stake.us and VGW-owned platforms Chumba Casino, LuckyLand Slots, and Global Poker. Florida officials argue that these sites offer casino-style games that function similarly to traditional gambling despite being marketed as sweepstakes or social gaming products.
According to the lawsuits, the state believes the companies are violating Florida gambling laws and the Florida Deceptive and Unfair Trade Practices Act. Officials contend that the platforms use business models designed to mimic gambling while avoiding the licensing and regulatory requirements imposed on legal gaming operators.
Attorney General Uthmeier has argued that the companies’ sweepstakes branding does not change the nature of the activity taking place on their platforms. The state maintains that players are effectively engaging in gambling through games such as slots, blackjack, roulette, and poker.
Florida is also taking aim at several payment-processing companies named as defendants. By including financial service providers, regulators appear to be targeting not only the gaming platforms themselves but also the systems that facilitate deposits and withdrawals.
A central issue in the lawsuits is the dual-currency model commonly used by sweepstakes casinos. Under this system, players purchase virtual currencies, often called Gold Coins, while receiving another type of currency such as Sweeps Coins or Stake Cash.
The state alleges that these secondary currencies can be used to participate in casino-style games and may later be redeemed for cash, gift cards, cryptocurrency, or other prizes after meeting certain playthrough requirements. Florida argues this structure effectively turns the products into gambling operations regardless of how they are marketed.
Sweepstakes casino operators have generally maintained that their business model complies with applicable laws because players can often access games without making purchases and because the platforms are structured differently from traditional real-money casinos.
The lawsuits arrive as sweepstakes casinos face growing scrutiny throughout the United States. Several states have introduced legislation, regulatory actions, or enforcement efforts aimed at limiting or prohibiting certain sweepstakes gaming operations.
