Key Points
  • WOW Vegas and Rolla ended Sweeps Coin play in Iowa.
  • SF 2289 gave Iowa regulators cease-and-desist powers on July 1.
  • CoinsBack and MetaWin.us terms do not list Iowa.

WOW Vegas and Rolla Casino have ended Sweeps Coin gameplay for players in Iowa, leaving only the Gold Coin-style currency available. Two other sites run by the same company have not made the same change, and the operator has not said why.

Players in Iowa who open WOW Vegas see a notice that access is limited to social casino mode, where only WOW Coins can be played. Rolla Casino shows a similar message.

WOW Vegas and Rolla Casino Iowa restrictions

Both brands are owned by MW Services Limited, a Gibraltar company that also operates CoinsBack Casino and MetaWin.us. The terms for CoinsBack and MetaWin.us, unlike those for WOW Vegas and Rolla, do not list Iowa as a restricted territory, and Sweeps Coin play appeared to remain available on both.

The company has not publicly explained the split. No Iowa regulator has announced action against any of the four sites.

Iowa SF 2289 enforcement law explained

Gov. Kim Reynolds signed Senate File 2289 on May 15, and it took effect July 1. The Iowa Legislature passed it with no opposition, 44-0 in the Senate and 93-0 in the House.

The law does not name a sweepstakes ban. It lets the Iowa Racing and Gaming Commission issue cease-and-desist orders and seek court injunctions against operators offering gambling, sports wagering or sweepstakes without a license.

It also raises penalties for violations to a Class D felony, which carries up to five years in prison. A House amendment cut a cost-reimbursement pool for the commission from $70,000 to $45,000.

Before the law, the commission said its powers over unlicensed operators were limited to public warnings. Iowa has no licensing path for sweepstakes casinos, so no operator in the model can hold a license there.

Other sweepstakes casinos that left Iowa

Several operators pulled back before the law took effect. High 5 Casino stopped new registrations and purchases in Iowa on June 16 and ended access on June 30. Baba Casino, Carnival Citi and Lucky Bunny Casino closed in Iowa in late June, and Sidepot Casino shut down there on June 30.

AceBet, a newer site that uses physical trading cards to distribute Sweeps Coins, also excludes Iowa in its current sweepstakes rules, while it now serves California, New York, Tennessee and Idaho.

Which sweepstakes casinos still operate in Iowa

Many large brands continue to operate. Chumba Casino, Global Poker and Stake.us do not list Iowa as restricted in their terms. McLuck, Hello Millions, SpinBlitz and PlayFame, run by B-Two Operations, also do not name Iowa, despite earlier reports that they would leave.

Brands elsewhere are following a similar pattern. Oklahoma’s ban on dual-currency sweepstakes play, enacted when lawmakers overrode a veto in May, takes effect November 1. The law treats redeemable currency in such systems as representative of value. High 5 Casino and Stake.us are ending all play there on October 29. Carnival Citi has added Oklahoma to its excluded states.

What to watch

The key question is whether the commission uses its new powers. It has not publicly said whether it has used the authority against any sweepstakes operator. Any cease-and-desist order would be the first sign of how Iowa applies SF 2289 to sweepstakes sites, and which of the remaining operators it targets first.
