Virginia lawmakers have decided against an immediate ban on sweepstakes casinos, opting instead to gather more information before determining the industry’s future in the state. Senate Bill 579, which initially sought to prohibit the operation and promotion of certain sweepstakes gaming platforms, has been carried over to the 2027 legislative session.

The move gives regulators and lawmakers additional time to evaluate the growing sweepstakes casino sector, which has become a major focus for policymakers nationwide. Rather than advancing a direct prohibition, Virginia will now rely on an industry study that could shape future legislation.

Original bill proposed significant penalties

Introduced by State Sen. Bryce Reeves earlier this year, SB 579 originally aimed to classify many online sweepstakes casinos as illegal gambling under Virginia law.

The proposal focused on platforms that use a dual-currency model, a common feature in the sweepstakes casino industry. Under this structure, players typically receive one type of virtual currency for entertainment purposes and another that can potentially be redeemed for prizes.

The original version of the bill also included substantial civil penalties. Operators found to be violating the law could have faced fines ranging from $10,000 to $100,000 per violation. The measure was part of a broader national trend of states examining whether sweepstakes casino models fit within existing gambling laws.

Study group will examine the industry

Instead of moving forward with the proposed ban, the Virginia Senate Courts of Justice Committee approved a substitute version of the legislation. Lawmakers voted overwhelmingly to send the issue into further review rather than impose immediate restrictions.

Under the revised approach, the Virginia Lottery Board will convene a work group consisting of stakeholders and industry representatives. The group will study the legal, economic, technological, and public policy implications of interactive online sweepstakes games.

The study will also explore how sweepstakes games are used as marketing and promotional tools, examine differences between sweepstakes products and traditional online gambling, and work toward establishing a clearer definition of online sweepstakes gaming.

The findings are scheduled to be delivered to relevant House and Senate committees by Dec. 1, 2026. Those recommendations could play a significant role in any legislative action taken when the Virginia General Assembly reconvenes in 2027.

What the delay means for Virginia

For now, sweepstakes casino operators can continue serving players in Virginia under the current regulatory framework because the state has not enacted the penalties outlined in the original bill.

The delay places Virginia in a different position than some other states that have pursued outright bans or stronger enforcement measures against sweepstakes gaming operators. Instead, lawmakers are taking a fact-finding approach before deciding whether future restrictions are necessary.

The decision also leaves several possible outcomes on the table. Lawmakers could ultimately choose to pursue a ban, develop a regulatory framework, or take a different approach based on the study’s conclusions.

As the national conversation around sweepstakes casinos continues to evolve, Virginia’s review process could provide policymakers with additional data before they determine the industry’s long-term future in the Commonwealth. The debate is unlikely to disappear anytime soon, but for now, lawmakers have chosen research over regulation as they prepare for the 2027 legislative session.
