Virginia lawmakers may not be ready to decide the future of sweepstakes casinos just yet.
A proposal that originally sought to ban dual-currency sweepstakes gaming has taken a different route, giving the industry additional time to operate while state officials gather more information. Senate Bill 579, known as SB 579, was amended during the 2026 legislative session and now focuses on studying the legal, economic and policy implications of sweepstakes gaming instead of immediately outlawing it.
The move does not guarantee a favorable outcome for sweepstakes operators. However, it does mean the issue is likely to remain a major topic in Virginia when lawmakers return for the 2027 legislative session.
When first introduced in January, SB 579 was designed to target sweepstakes casinos that use dual-currency systems. These platforms generally allow users to play with free virtual currency while also offering a separate currency that can potentially be redeemed for cash prizes.
The original version of the legislation would have classified certain sweepstakes casino operations as illegal gambling in Virginia. Supporters argued stricter oversight was needed as sweepstakes gaming continues to expand across the United States.
Instead of advancing that proposal, the Senate Committee for Courts of Justice approved a substitute version of the bill. The revised legislation directs the Virginia Lottery Board to organize a work group that will examine the sweepstakes casino industry and provide recommendations to lawmakers.
According to the amended bill language, stakeholders from the sweepstakes and social gaming industries would be included in the study process alongside regulators and other interested parties.
The revised approach reflects a broader trend seen in several states that are still determining how to regulate or address sweepstakes casinos.
Rather than immediately banning the industry, Virginia lawmakers appear interested in gathering more information about how these platforms operate, how consumers use them and what economic impact they may have. The planned study is expected to review legal considerations, technological issues and broader public policy questions connected to online sweepstakes games.
Supporters of the study-first approach have argued that sweepstakes casinos occupy a unique position in the gaming landscape. Because they generally do not operate under the same framework as traditional online casinos, lawmakers have faced challenges when attempting to define their legal status.
The work group’s findings are expected to help lawmakers decide whether future legislation should regulate, restrict or prohibit sweepstakes gaming activities.
Virginia has already seen multiple gambling-related debates in recent years, including sports betting expansion and discussions surrounding online casino legalization.
Separate legislation introduced during the 2026 session also addressed internet casino gaming and included provisions that could have affected sweepstakes operators. Those efforts ultimately failed to become law, leaving the current sweepstakes market intact.
As a result, sweepstakes casinos remain available in Virginia while lawmakers continue evaluating the industry.
The forthcoming study could play an important role in shaping future legislation. Depending on the recommendations, lawmakers could consider a range of options during the 2027 session, including new regulatory frameworks, licensing requirements or restrictions on certain sweepstakes gaming models.
