Strome, who also had an assist in the game, beat Devon Levi glove side on a 2-on-1.
Washington forced overtime when Tom Wilson connected on a one-timer from the slot to tie it 3-3 at 18:45 of the third period.
Alexander Alexeyev and T.J. Oshie scored, and Darcy Kuemper made 24 saves for the Capitals.
Zach Benson scored his first NHL goal, and Victor Olofsson had two assists for the Sabres. Levi made 26 saves.
JJ Peterka gave Buffalo a 1-0 lead at 10:09 of the first period. Tyson Jost sent a pass to Peterka, who carried it from the wall to the top of the circle for a shot through traffic that beat Kuemper glove side.
Benson scored on a highlight-reel effort that made it 2-0 at 16:04. The 18-year-old took a short pass from Olofsson in the left circle and skated to the front of the net. As Kuemper dropped to his knees, he slipped the puck between his own legs before lifting it under the crossbar.
He's the fourth-youngest skater and second-youngest forward in Sabres history at the time of his first career goal.
Alexeyev cut the deficit in half less than a minute later with his first NHL tally, taking a pass from Nic Dowd at the blue line and firing a wrist shot through traffic past a screened Levi at 17:01. The goal came in the defenseman's 42nd NHL game.
Oshie's first of the season tied it 2-2 at 7:50 of the second period. Levi stopped a Connor McMichael shot from the right circle, and Oshie was at the front of the net to jump on the rebound, with the goalie unable to get over in time.
Dylan Cozens put the Sabres back in front 3-2 with a power-play goal at 16:18, scoring on a one-timer from the left circle.
The goal snapped a streak of 24 straight penalty kills for the Capitals.
