The NFC East-leading Eagles (9-5) recorded their first shutout since the 2018 season and handed the Raiders (2-12) their eighth straight loss.
Coming off a miserable Monday night with four interceptions against the Los Angeles Chargers, Hurts also threw a TD pass to A.J. Brown and finished with 175 yards on 12-of-15 passing with no turnovers before leaving early in the fourth quarter.
Goedert, who also dropped a wide-open pass in the end zone in the first half, had six catches for 70 yards and his eighth and ninth TDs of the season. Saquon Barkley ran for 78 yards and a score and 37-year-old Brandon Graham, who came out of retirement last month, tallied two of the Eagles' four sacks.
Kenny Pickett, who won a Super Bowl ring with the Eagles last season, made his first start for the Raiders in place of the injured Geno Smith. He became the seventh starting quarterback for Las Vegas since 2023.
Pickett completed 15 of 25 passes for 64 yards with one interception. Ashton Jeanty rushed for 35 yards and Brock Bowers had 28 yards on six catches. Maxx Crosby collected his 10th sack of the season.
The Raiders were outgained 387-75 by the Eagles, who dominated time of possession 39:25 to 20:35 and posted their first shutout since a 24-0 win on Dec. 30, 2018, at Washington.
Philadelphia started the game with a 13-play touchdown drive, capped by Hurts' 4-yard shovel pass to Goedert.
The Eagles had first-and-goal at the 5 on their second possession before settling for Jake Elliott's 27-yard field goal.
Barkley's 2-yard TD run after the two-minute warning finished off an 11-play drive and made it 17-0 at halftime.
Pickett was picked off by Zack Baun to start the second half and the Eagles capitalized with another 4-yard shovel pass from Hurts to Goedert.
On the first play of the fourth quarter, Hurts hit Brown with a 27-yard touchdown pass to make it 31-0.
The Raiders, who opened the season by beating New England, have not won since Oct. 12 against Tennessee.
