Matt Duchene and Craig Smith also scored goals and Jake Oettinger made 18 saves for the Stars. Heiskanen missed the previous 10 games with a lower-body injury.
The Stars had 44 shots on goal to 21 for the Ducks, who lost their 11th consecutive game at Dallas.
Harley rushed up the right side along the boards after the Stars won a faceoff in their zone early in overtime. He found some space across the blue line before beating Gibson to the far post for his 10th of the season.
Urho Vaakanainen, Troy Terry and Jakob Silfverberg scored for the Ducks. John Gibson had 40 saves for Anaheim, which dropped to 3-7-1 since Dec. 29.
Silfverberg had a goal and an assist for Anaheim, while Isac Lundestrom had two assists.
Duchene scored his 16th goal of the season and gave the Stars a 1-0 lead 2:22 into the game after a Ducks turnover in their zone.
The Ducks tied the score 1-1 at 15:10 of the first period when Vaakanainen scored his first career goal in his 108th game over six seasons. Vaakanainen's shot from a sharp angle deflected off Oettinger's left skate and into the goal.
Terry gave the Ducks a 2-1 lead at 1:28 of the second period off a pass from Adam Henrique. It was Terry's 12th of the season.
Smith got the Stars even at 6:44 of the second period with his sixth of the season, which was awarded on video replay after the puck pushed Gibson's glove across the goal line.
The Ducks went back on top 12 seconds into the third period on Silfverberg's fifth goal of the season and third in the past two games. The Stars tied it again at 10:31 of the final period when Heiskanen scored through traffic past Gibson for his fifth goal of the season.
