The move announced Thursday runs through the 2024 season and includes a purchase option.
Torres, 27, contributed one goal and one assists in 13 matches (three starts) in his lone season with the Union in 2023.
The Argentina international has eight goals and 13 assists in 68 MLS matches (40 starts) with CF Montreal (2021-22) and Philadelphia.
