Terms of the deal were not disclosed.
Lowe, 31, is from Kingston, Jamaica, and will become the only player from the CONCACAF region on the Al-Akhdoud roster.
In 28 appearances (25 starts) for the Union in MLS play over the past two seasons, Lowe has two goals in 2,191 total minutes. He also played in 28 games for Inter Miami in 2022.
"We greatly appreciate Damion's efforts in his two years with the Union," club sporting director Ernst Tanner said in a release. "He is a strong, tough defender who was able to make an impact on our backline and while we will miss his presence on the field, this is an incredible opportunity for Damion."
