Head coach Ronald Koeman named his 26-man roster on Wednesday for a Dutch squad currently ranked No. 7 in the world.
The 34-year-old van Dijk is a center-back and captain at Liverpool, which also has midfielder Ryan Gravenberch and forward Cody Gakpo on the roster for this summer's tournament in North America. Liverpool's Jeremie Frimpong was among the notable omissions after an injury-plagued club campaign.
Other players making the roster from England's top flight include defender Jurrien Timber from champion Arsenal and defender Nathan Ake and midfielder Tijjani Reijnders from runner-up Manchester City.
Forward Memphis Depay, 32, the Netherlands' all-time leading scorer with 55 goals, will compete in his third World Cup.
The Dutch have never won a World Cup, losing in the final in 1974, 1978 and 2010.
The Netherlands are in Group F along with Japan, Sweden and Tunisia. The Oranje open against Japan on June 14 in Arlington, Texas, before facing Sweden on June 20 in Houston and Tunisia on June 25 in Kansas City.
