Waller was placed on injured reserve on Nov. 4 with a hamstring injury sustained Oct. 29 in an overtime loss to the New York Jets.
The Giants (5-8) have won three straight games behind third-string quarterback Tommy DeVito.
At the time of his injury, Waller was the Giants' leading receiver with 36 catches for 384 yards and a touchdown. Darius Slayton now leads the team with 449 receiving yards.
Waller, 31, has 334 receptions for 3,956 yards and 20 touchdowns in 82 games (60 starts) with the Ravens (2015-16), Raiders (2018-22) and Giants.
The Giants will meet the Saints (6-7) in New Orleans on Sunday before closing their season with two of three games against the Philadelphia Eagles.
