To make room on the active roster, right-hander Randy Vasquez was optioned to Triple-A El Paso. The club also returned right-hander Logan Gillaspie to El Paso after the completion of a doubleheader Monday.
Musgrove (3-3, 6.37) is making his ninth start but first since May 1 due to elbow inflammation.
The 31-year-old San Diego-area native is in his fourth season with his hometown club after three seasons with the Pittsburgh Pirates and two with the Houston Astros. He is 63-60 in 195 career appearances (169 starts) over his nine seasons.
Vasquez, 25, went 0-3 with a 5.82 ERA in five starts with the Padres. Gillaspie, 27, pitched two scoreless innings in the first game of Monday's doubleheader against the Atlanta Braves.
