Before the deal, which does not have a timeframe, Dallas did not have the minimum eight players available for Friday night's road game against the Atlanta Dream.
The last-place Wings (9-30) also signed forward Amy Okonkwo to a second seven-day contract. Both players will be available for the game at Atlanta.
The team's injury list includes guards Arike Ogunbowale (knee), JJ Quinerly (knee), Tyasha Harris (knee) and centers Luisa Geiselsoder (shoulder) and Li Yueru (knee).
Williams, 25, a second-round pick by Washington in 2022, played with Wings star Paige Bueckers at UConn during the 2020-21 and 2021-22 seasons. She has yet to appear in a WNBA game.
Okonkwo, 29, made her WNBA debut on Aug. 22 and has averaged 11.3 points in three games off the Dallas bench.
