Trinity Rodman also scored for the second-place Spirit (10-4-7, 37 points), who are unbeaten in their past nine matches (3-0-6).
Evelyn Shores scored for 10th-place Angel City (6-9-6, 24 points), which halted a two-game slide. The other Angel City tally was on a Washington own goal.
Angel City goalkeeper Angelina Anderson made eight saves, the biggest being when she got her hand on a left-footed blast by Sofia Cantore in the third minute of second-half stoppage time.
The Spirit's tying score was set up by Leicy Santos, who spotted Bethune and sent a long cross toward her. Bethune put her head on the ball and easily sent it past Anderson.
Angel City took a 2-1 lead in the 55th minute as Riley Tiernan sent a left-footed shot toward the net. Washington's Tara McKeown quickly raised her right leg to try to block the shot, but the ball deflected off her foot and into the goal.
Washington received an early penalty kick after Rodman was knocked down in the box by Angel City's Miyabi Moriya. Rodman stood at the spot in the 12th minute and took a right-footed shot that Anderson easily stopped. But the rebound went right toward Rodman, who rushed in and ripped a right-footer into the net.
Angel City knotted the score just two minutes later. Gisele Thompson was down at the end-line and sent the ball back toward Shores, who knocked a left-footed shot into the net for her first NWSL goal.
