Odell Beckham Jr. caught four passes for 97 yards and a touchdown for Baltimore.
Matthew Stafford threw for 294 yards and three touchdowns and Kyren Williams rushed for 114 yards on 25 carries for the Rams (6-7), who had won three in a row.
Both teams went three-and-out on their opening drives of overtime before Wallace's game-ending touchdown.
Jackson was facing third-and-16 from the Los Angeles 20-yard line when he found Zay Flowers inside the 5-yard line and he fell across the goal line for the go-ahead touchdown with 1:16 left in the fourth quarter. Flowers then caught a two-point pass for a 31-28 lead.
That left enough time for Los Angeles to drive into field-goal position and Lucas Havrisik kicked a 36-yarder with seven seconds left to tie the score 31-31.
Havrisik gave the Rams a 3-0 lead with a 27-yard field goal on their opening drive of the game.
The Ravens took advantage of blown defensive coverage to score on a 54-yard touchdown pass from Jackson to a wide-open Isaiah Likely, giving them a 7-3 lead with 25 seconds left in the opening quarter.
Stafford found Cooper Kupp for a 6-yard touchdown reception and a 10-7 lead, but Jackson again took advantage of blown coverage and connected with Beckham Jr. for a 46-yard touchdown pass, moving Baltimore back ahead 14-10 with 9:40 left in the first half.
Los Angeles moved back in front 17-14 on a 7-yard touchdown reception by third-string tight end Davis Allen.
Ahkello Witherspoon then intercepted a deep pass, leading to a 51-yard field goal by Havrisik that stretched the lead to 20-14 with 1:45 left in the half.
Justin Tucker booted a 31-yard field goal with nine seconds left to cut it to 20-17 at the half. He then kicked a 47-yard field goal on Baltimore's opening drive of the second half to tie the score 20-20.
The Rams moved ahead 22-20 on a safety before Tucker booted his third field goal of the game, a 33-yarder, to move the Ravens ahead 23-22 with 11:17 remaining in the game.
Demarcus Robinson caught a 5-yard touchdown pass with 4:41 left to give the Rams a 28-23 lead. They were unsuccessful on the two-point conversion.
