Arbuckle stepped under center to replace Chad Kelly, who broke his leg in gruesome fashion during a 30-28 victory over the Montreal Alouettes in the East Division final. The second-string signal-caller was picked off twice on Sunday, but he completed 26 of 37 passes for 252 yards.
Toronto has come away with a championship in each of its past eight appearances in the Grey Cup.
Blue Bombers quarterback Zach Collaros couldn't figure out the Argonauts' defense, tossing four interceptions. He finished with 202 yards on 15-of-30 passing. Brady Oliveira racked up 84 yards and a score on 11 carries for Winnipeg.
Linebacker Robert Priester put the game away for Toronto, intercepting a Collaros pass and returning it 61 yards to the end zone with 3:12 left in the fourth quarter.
