The deal includes a club option for the 2028 season and was reported hours after San Francisco announced a one-year contract for free agent right-hander Jason Foley.
Houser, 32, split 2025 with the Chicago White Sox and Tampa Bay Rays and went a combined 8-5 with a 3.31 ERA in 21 starts.
Before spending 2024 with the New York Mets, Houser appeared in parts of seven seasons for the Milwaukee Brewers. Foley, 30, last appeared for the Detroit Tigers in 2024 in a closing role and hade 28 saves in 32 opportunities. He did not pitch in 2025 due to shoulder surgery.
He will make $2 million with the Giants, ESPN reported.
