The deal reported by ESPN and NFL Network can become official when the new league year opens on Wednesday.
Smith, 28, played for the Atlanta Falcons last season and caught 50 passes for 582 yards and three touchdowns in 17 games (six starts).
He has recorded 219 receptions for 2,423 yards and 20 TDs in 107 games (78 starts) with the Tennessee Titans (2017-20), New England Patriots (2021-22) and Falcons. Tennessee drafted him in the third round in 2017.
The Dolphins failed to develop a productive replacement after losing Mike Gesicki to the Patriots in free agency last March. Durham Smythe led Miami's tight ends with 35 catches for 366 yards and no touchdowns in 2023.
