The 23-year-old England international was most recently with the Premier League's Newcastle United.
"I'm thrilled to welcome Matty to our squad," Toronto coach John Herdman said in a news release Thursday. "His Premier League experience and dynamic playing style will add depth to our midfield and complement our tactical blueprint."
Longstaff scored three goals in 20 appearances at Newcastle. He also spent time on loans with Aberdeen in the Scottish Premiership and with EFL League Two sides Mansfield Town and Colchester United.
Toronto acquired a 2024 international roster slot from FC Cincinnati in exchange for $175,000 in general allocation money: $25,000 in 2024 and $150,000 in 2025.
